Habitual Traffic Offender (HTO) Revocation

In Florida, if someone is labeled a Habitual Traffic Offender (HTO), their driver’s license is revoked for a period of five years. This happens when a person racks up certain serious traffic convictions within five years, such as:

  • 3 or more convictions for DUI, driving with a suspended/revoked license, or any felony involving a vehicle
  • 15 or more moving violations that carry points on your license

Once you’re designated as an HTO, the Florida Department of Highway Safety and Motor Vehicles (DHSMV) automatically revokes your license.

Driving While Revoked

If you drive during an HTO revocation, it's a third-degree felony, meaning you could face prison time, fines, and other penalties.
